以我上網搜尋的經驗,社會住宅 (包括出租型),在大多數國家,均屬地方性事務,地方議會有决定性的影響 (新北市擬發行公債&市庫券http://goo.gl/FhsnOS,http://goo.gl/6QpGQK); 中央政府在台60年來,國宅政策殘破不堪,所有必要的法源及配套政策工具均付之阙如; 以下的連結中,可看出英國中央及地方政府在法源上所下的功夫;

30-40 年前,約有10年期間,我密集進出新加坡,徹底暸解他的國宅政策,李光耀政府中有個由6個自UC Berkeley 畢業的高級謀士,外面稱他們 "Berkeley Mafia", 他們利用当時國際重大工程的低密時刻,招國際標,以每立方公尺美金1元的超級低價,大規模的抽海砂,填造海埔新生地 http://goo.gl/98OtCu, 面積超過兩千多公頃 (目前仍在進行中), 新增的陸地,除包括現在的國際機場 Changi Airport 外, 建造大批的國宅,他把國宅政策併入其它的政府建設政策,如建造國宅的基金來自國民退休基金 (Central Provident Fund), 另在股票市場中發行股票,規定一般國民可向退休基金借款 (無息) 購買國宅基金及大眾捷運公司的或股票,同時,下令銀行及保險公司必須有一定比例的國宅及大眾捷運公司的股票或這兩家公司的公司債,40歲以下國民的所得稅中,在購置國宅後五年,每年的還款及利息均可免税; ; 如此這般,不到十年,全國國民百分之八十均擁有自已的住宅; 

另外,他在國宅新建時,開國際標,每標5,000户,(榮工處曾承包過一標),鼓勵國際建設公司提供 Alternative Bid,引入新穎的工法,縮短工期,或提高施工品質,此時,國際最新快速的預鑄施工工法都被引進http://goo.gl/mw2Vcy,http://goo.gl/L6ITuJ,http://goo.gl/3KHOYshttp://goo.gl/5DeXlY;
