幾天前, 與 Michael 兄剛談了不久, 我的網路就 Crash了; 今天, 將我過去搜集
的資料, 抖出來, 曬曬太陽; 分上, 下兩篇,
作法;
這項議題, 在尊崇資本主義的國家, 本應屬經濟議題,
但實務上, 踫到政治時, 尤其在選舉年, 不但競選人爭相加碼, 選完後,
為凸顯政府的偉大恩施雨露, 硬是以公權力介入; 全世界上, 目前有一百餘
國家訂有關最低工資, 經幾十年的驗証, 發現其功效僅在於保護欠缺技術
的基層勞工 (主要是年青人, 及年長婦女) 不被資本主過度剝削, 提供一最
低微的社會保護網;
這自認英明, 而連自己也吵不清楚的搞經濟學者, 對這議題也跳下來攪和,
一切爭議, 臚列如下 :
總歸
1) 調高最低工資, 對就業率影響未知; 若干實証研究, 其甚至有相反
效果, 即雇主若無法藉調高售價, 而轉嫁其成本, 則減少雇用機會;
對長期的實質工資及企業盈利率均有負面效果; 故為政者, 應改用
其他政策工具以提高弱勢勞工之收入; 換言之, 改善其技能, 提高
生產力才是正辦;
2) 對一般物價水準是否有影響 ? Well, 有下列四種答案
