多年前,好像在 The Economist 上撞到一篇報導,談到當時科學期刊的霸主 Elsevier (荷蘭), 它擁有兩千多種在所有學術不同領域頂尖學術期刊,幾乎囊括壟斷了科學界發表的管道; 但收費貴得離譜,而對提供論文的學者不給任何報酬, The Economist 諷刺這簡直是不需本錢的買賣,跟強盗 (The Highwayman) 無異;後來,因為它在美國推動立法,凡政府公費資助的研究成果,不得無償提供給一般公眾; 這下子激起了公糞,  TheEconomist 形容 "A small pebble caused an avalanche!"; 

由於網路興起, 所謂 Open Access Journals: New Business Models 因運而生; 它的特色是提供論文者,只要通過同儕審查 (peer review), 即可登出, 使用人需付費, 部分轉付給作者; 這次出事的期刊 SAGE, 即使用這種Business Model;
