聯合／說清楚：兆豐案是無能，還是有鬼

       部分泛綠立委看完兆豐案資料「找不到國民黨洗錢證據」，將「究責」矛頭指向金管會主委丁克華。
金管會向立院財委會舉行祕密會議報告兆豐案，結局讓人失望。據稱，受質疑的紐約分行匯往巴拿馬分行的一七四筆交易，無一是從台灣匯出，可疑帳戶中也沒有台灣人。簡言之，先前某些電視名嘴信口雌黃指國民黨利用兆豐「洗錢」的栽贓，並未抓到證據。
此一結果令人失望，倒不是因為沒有一舉抓到國民黨洗錢，而是政府如此抽象地輕描淡寫，對於喜好陰謀論及危言聳聽的台灣社會而言，並無平息猜疑之作用。尤其，對照日前蔡總統以「荒腔走板、匪夷所思」的重話形容此案，金管會和兆豐銀僅以「誤繕」、「烏龍」回應，顯不相稱。金管會的說明既無法取信社會，林全必須親自出面說清楚：兆豐案究竟是無能而治理失效，或是尚未揪出其間鬼魅？
政府若要承認「無能」當然是很難堪的事，相較之下，不如留著疑雲任由民眾去猜測，更合乎政治盤算。但對林全而言，這樣的如意算盤恐怕已經失效，原因是：其一，新政府上任後兆豐已兩度改組，因此，將一切責任推給「前朝」的邊際效用已大幅遞減，馬上就要引火回燒。第二，以台灣輿論「抓鬼」的習慣，目標只會往上發展，抓不到國民黨洗錢，便一定抓金管會或新政府包庇，丁克華如掛冠，接下來就會劍指林全；林揆倘再作出若無其事狀，已違反危機處理原則。
試想，倘若此案果真涉及國民黨洗錢，而民進黨政府竟不給予迎頭痛擊，一刀畢命，卻還幫忙遮遮掩掩；就政治邏輯而言，這完全是說不通的事，民眾也不會相信。問題是，林全內閣忙了那麼久，除副院長林錫耀組織「兆豐督導小組」，調查局和北檢也都介入調查，如今卻只能以「烏龍」、「調查困難」、「資料不足」等理由一推了之，豈非坐實政府和兆豐同樣「無能」之譏？
更嚴重的是，台灣原本就是一個充斥「懷疑論」、「陰謀論」的社會，遇到兆豐銀遭美國金融管理機構重罰的重大事件，政府如果還不能給一個具體明確的交代，只會更助長民間的猜疑。且看這兩天的發展，政論名嘴已將追殺目標從兆豐的紐約和巴拿馬分行轉移到香港分行，蔡政府若還要跟著起舞，此案真相將伊於胡底？
事實上，一個沒有主見、缺乏自信的政府，才會跟著名嘴的魔笛起舞。兆豐銀遭到美國紐約州重罰，當然不是一件小事，政府自有必要積極追究其詳，釐清因果和責任。但是，新政府卻隨著名嘴起鬨，將之當成追殺國民黨洗錢的契機，有意無意讓野火四處延燒，甚至將出手協助處理的央行總裁彭淮南都形容為藏鏡人。兆豐因為違反美國《銀行保密法》和《反洗錢法》遭罰，主要問題在法遵鬆散及因應顢頇；試想，如果其間果真涉及政治洗錢，紐約金服署會置之不理嗎？
在具國際觀的專業人士看來，兆豐案的問題一開始就很清楚：是管理鬆散、內控欠佳、一味追求降低成本、繼又缺乏國際應對經驗所致，這是因能力不足而失效。但是，在喜歡呼風喚雨的名嘴和政治人物眼中，卻立刻將兆豐案與國民黨連結，且和洗錢畫上等號，甚至無限上綱地牽拖金管會、央行總裁、及總統之兄，這已變成是在「造鬼」。承認「無能」固然難堪，至少有助解決問題；但只會喊「有鬼」，卻不是解決問題的方法。
平心靜氣地看，政論名嘴「看到影子就開槍」的打法，是職業慣性使然，儼然語不驚人死不休；但評論者若能多點審慎、多點知識及責任感，至少不必讓社會無謂地虛耗能量活在猜忌之中。進一步看，名嘴評論的肆無忌憚，和兆豐銀以「法遵兼業務」的胡亂治理，及新政府「兵分三路」調查卻抓不到頭緒的窘境，其實反映的是整個台灣的專業墮落及倫理淪喪，政府、企業、媒體已無一倖免。這恐怕才是更可怕的隱憂。

總統去世後,原來呼風喚雨,囂張跋扈,横行霸道,每天事先要嚴審三家電視台播放節目

的蔣孝武,突然消声匿跡,不知閃躲到何方去了; 此時, 台視有二,三週的時間,好像小學生

放暑假没人管一般,每天播放半小時屬性 Dystopian Movies (Short film); 

有幾部,印象特別深刻,至今不忘,當時不知片名; 有一部劇情是說有一個國度, 由人民选出一

領導後,這位领導為便利自已獨控權利,将國家的民眾一分為二,一種屬 Inner Circle, 

給予各種優厚待遇,作為帝國的護衛軍,對外窮兵黷武

對內对不滿分子扣上不愛國的罪名,

一律打進劳改營;另一種則為 Outer Circle, 將他們圈進在一個類似監獄的大通艙中,

予以軍事管理; 每日清晨,住在大統艙中的 '外圍份子'被剌耳的起床號叫起,十分鈡盥洗後,

跟囚犯一般地排隊進餐廳早餐,餐後,在門口領取農具或工具,到指定地點,或掃街,

或到污水廠工作,為 Inner Circle 服务; 

有天, 在街上掃地時,電捍上無處不在的大型擴音器,正播放帝國的愛國軍隊打了

大勝仗;同時,大型電視螢視播放首领夫人到軍人医院,給傷兵送花,親吻那位傷兵

年輕妻子剛出生的小嬰兒,(這時地下電台播放那傷兵及他的臨時妻子

都是國家劇校的學生,...,接著,就是'各位聽眾,我們不得不中斷節目,因為帝國

的安全警察己經帶警犬,要破門而入了;放心,我們得改換地點恢復播放,

請鎖定這頻道,不要放棄我們....);有天, 主人翁的兒子來拜訪他,兒子年輕帥氣,

一身挺拔軍奘,官拜帝國上尉,剛在國外作戰,因英勇作戰,獲得首領召見

,並編入御林軍,保衛首領安全;並把首領親頒的勳章,很得意給老爸顯露; 

這時,旁邊有一服勞役者,不堪飢病,突然倒下,很快地,安全人員立刻推出一兩輪推車,

接著,兩個勞役抬上小車,往一大型密封倉庫,(這倉庫只有一進口,是個輸送帶的裝置,

另一端出口,则是製成品送出口);只見兩個勞役,把路倒者從小推車裡抬出,再往輸送帶

的接收口一放,就面無表情地走開了;這時,擴音器及大銀幕正播放首領对全國慶祝

大敗敵人的勝利演說,稱讚軍隊英勇冠三軍,視死如歸; 同時,更要感謝全國人民对建立

新帝國無私貢献; 但同時間,Outer Circle者,把耳朵緊贴私藏的小型收音機,因為地下電台

廣播說帝國大败,指揮官奉令,把全部死傷者,用燃燒彈,把他們全化成灰,而且已死亡士兵

寫回的家信,都是由機器代劳的;

終於有一天,主人翁的日子到來了; 他在工地,因飢病倒下了,兩個勞役立刻出現,他被抬

上小推車,被擺上輸送帶,慢慢地,他進入了大倉庫的空間,只見輸送帶上,躺得一個個不能動,

半死不活的同志,隨著輸送帶的速度,緩緩向前; 這時,整個倉庫裡完滿了音樂,播放的正是 

貝多芬田園交響曲 Beethoven's Symphony No. 6 (Pastoral), 倉庫頂部,有一部超大螢幕,

放出的画面,是一群天真無那的小朋友,在一大草原上,無拘無束地欢笑雀躍; 這些苦难同志,

想相互談話而不得, (原來他們在被送上輸送帶前,都被打一針快樂針,所以他們面容都

充滿了喜樂,可就是不能開口說話);終於到了一個大型機械的進料口,一個,一個被送進去了;

接著,鏡頭轉到機器的出口端,只見一包包的物品出現,包裝袋寫著 

'有機肥料 - 保証100%有機原料,不掺任何雜質';

你想你能忘得掉這叫人頭皮發麻的電影嗎? 另有一部名小說 "1984" 電影亦有相同心理效果;
