​Upon to now, no one, just no one scratched the surface of the issue

of poor performance of infrastructure in Taiwan. Among numerous

causes, several stood out like sore thumbs. Even foreign embassy

reports single out the 'corruption' being the main obstacle doing

business with government is of primary concern. This has been 

too obvious in the engineering dep't of various government agencies,

such as Water Resources, Soil Erosion Control Bureau, County's 

public works, and its environmental dep't. In the case of Civil Aviation,

there was a shocking incidents occurred about 30 years ago. An senior

engineer's buttock were stabbed a dozen of times by knife. The 

reason being he took contractor's monies, but didn't deliver what he

promised. So a hired hand was doing the justice by making his buttock

bloody. Another open secret among engineering circle that another 

main cause of the so-called 'engineering management allowance', 

which was a legacy inherited from early 1950s, as extra allowance

for the engineering staff in government agencies, amounting at 

2.5% of total budget. So this allowance remains up to now, and this

horrible practice prevented outside consultants to be engaged in 

the planning and design, let alone the supervision of engineering

contract. 

If these practices not abolished, you won't expect the local engineering

or public works to be put on the right track.
