根
本

草擬這執行細則的官員, 没人教過他, 任何政策, 或行政命令, 都一定
要作 Impact Assessment (見下列連結); 参與人應具備行為經濟學, 社會心理學,
以及行政法的背景或訓練;
再深一層, 凡有經濟學或財政學底子的官員, 都應有認知, 政府的公共支出, 都應
轉移支付又分政府的轉移支付、企業的轉移支付和政府間的轉移支付：
政府的轉移支付, 大都具有福利支出的性質，如社會保險福利津貼、
撫恤金、養老金、失業補助、救濟金以及各種補助費等；農產品價格補貼
也是政府的轉移支付。由於政府的轉移支付實際上是把國家的財政收入還給個人，
所以有的西方經濟學家稱之為負稅收。
不同於有些西方國家的私费辦學, 或以私人資金注入大學, 國內無論公私立大學
的资金主要來自政府税收; 但有史以來, 也從無有經濟學家作過教育經費的投资
效益分析 (Economics of Education) (見下列連結); 到底這教育大事的成效,
到底何如, 永遠是雲山霧罩, 没人弄得清楚, 一本糊塗帳; 國外对教育支出的
各種效益, 都會量化而評估; 譬如職業教育對社會上14 -18 歲失學青年
給予職業訓練,對社會失業率降低,並安定社會的功效;
另外, 我國的高等教育也從無認真的檢討过; 每年龐大的國科會研發經費,
也從不與企業界需求有任何連結,各搞各的, 搞得伊於胡底; 國外的教育政策
對這一塊有新作法 (見下列連結) ;
從資料庫中調出一批英國政府這一兩年, 對職業教育的一些改進政策及
實際作法, 有興趣者, 可去研讀;
同樣的, 政府其他部門, 尤其公共工程, 亦少見效益分析; 來瞧瞧防洪投資的
