不通, 噗通, 噗通; 何以之? 看倌們且看了.........
看看歷史上, 凡改朝換代的共同特色, 大半是時逢天災, 勿論是
旱澇, 瘟疫, 蝗災, 農民易子而食, 窮無立錐之地, 而皇帝老子差遣的
那批橫征暴斂的大人們, 尤其是稅官, 逼著上繳稅銀或徵夫, 弄得日子
過不下去, 乾脆, 一不作, 二不休, 大喊一聲 '直娘賊', 你不要我活,
老子也要你不得好死, 拿起鋤頭镰刀, 登高一呼, 就去幹 '反賊' 了, 反正
爛命一條, 好死爛死都是死, 就豁出去了, 就這麼把那些大人們跟皇帝
老子的命給革掉了; 像唐朝的黄巢, 明朝的張獻忠, 李自成之流, 清朝的

很多年前, 讀過一篇敘述英國早期幾個王朝, 如'蘭開斯特王朝',
'都鐸王朝', '漢諾威王朝', '溫莎王朝'; 這些朝代的興起, 都是有位
強而有力的君主, 趁亂而起, 藉著一些部落的首領, 推翻了舊朝,
新朝君主, 為保衛王權, 大封功臣及皇親國戚, 賜于領地, 給予
徵稅的權力, 除抽成上繳外, 抽來的稅銀, 來養地方兵馬, 當有外敵
時, 有勤王之責; 這就是抽稅的來由, 為了抽稅, 就養了一批稅官,
這也就是現代公務員的濫觴;
中國亦不例外, 從周朝起的封田制度, 諸侯的封地上, 也有稅官負責
徵稅, 到了武則天, 正式開科取士, 任用官吏, 也就是所謂大人, 吃皇糧,
辦的是替皇帝老子的差; 等著民國開始, 民國十四年, 有了 '公務員任用法'
(我岳父大人寫的), 其本質跟歷朝歷代大同小異; 瞭解了這公務体系的
由來, 基本上就知道, 這公務員不喜, 不會, 更不願對己熟悉的体制,有任何
的更動;
我在幾週前, 曾貼過 BBC 有一非常受歡迎的節目 "Yes, Miniser", 若多看
幾遍, 体會英國人的乾幽默, 就更能体會最優的英國公務員系統, 如何糊弄,
敷衍及暗整身為他們主子的現代政客, 而想盡的一切辦法, 就是死不改變;
當然, 這些政客也不是省油的燈, 在此文的後半部, 詳列了即使踫到這種
半僵屍的体制, 有心想有一番作為的政冶領袖還是有一套方法, 來突破
困局, 打出一番新局面的..............
一般能員幹吏, 都知道政府的事, 可分四類 :
1) 既重要, 又緊急;
2) 重要, 但不急迫的事;
3) 不重要, 但很緊急;
4) 既不重要, 也不急迫;
一個不耍嘴子, 而懂得如何作事的政府, 首要之事, 即是按上列標準,
將事情的优先順序理清楚;
好, 不搞笑, 來說正經的, 想打破這官僚系統本質上不願, 也不會改變及
創新的困境, .... 來看看大英帝國的首相是如何辦事的;
